Would the maintainers be open to an RFC process?

Would the maintainers be open to an RFC process that would allow the community to provide feedback on large technical changes to apollo APIs? A great example would be letting the community give some feedback on the API of apollo-client 3.0. It would also give an opportunity for members of the community to suggest new APIs or changes to existing ones through a formal process. Some other large scale open source projects have taken this approach like yarn. If you are interested and looking for a process to follow or use as inspiration: https://github.com/yarnpkg/rfcs
Maybe there already is an RFC process but looking through the issues I only found two rather old issues in RFC format and I didn't see anything in the contributing guidelines.
