I know a thread already exists, so I am just echoing the importance of this.
This is very basic in css, and it is a shame it is not supported yet. Figma needs to support the spread value in their Shadow effect, both positive and negative values.
I have had to edit my designs to look ok, and then make notes to adjust the css in development. Personally, I find that unacceptable for a UX/UI design software.

a workaround we've developed is using a smaller shape that's behind the object to simulate a negative spread...not perfect, but it helps!
