How does FIgma set italics? Doesn't seem to have this option?

Looks like the font 'SimHei' that you are using offers only a single font weight which is why the 'Regular' is grayed out. You would either have to install fonts with multiple styles and weights or use an existing one from the library with multiple styles.
Ideally you would have different font weights like this for supported fonts. I am using Roboto in the above screenshot.
These are two concepts, italic and italic fonts. The former is just a variant of the font, while the latter is a skewed appearance, just like the CSS style font-style:italic
