I'm fairly sure the index.html is just a standard web page file that is being ran within the mini browser. From what I can observe, there is no server set up code in the early React tutorials by Bob Ziroll. So just like how you would run a .html file from your local machine with your preferred browser, Scrimba just expresses it in the mini browser.

I think behind the scenes, Scrimba has a development server running so the changes are quickly reflected in the mini browser. It's nothing I've set up manually, however. When you're setting this up for yourself, though, you'll need to set up a development server, usually using webpack, to make life easier while coding your React site.
